This is not a tool list. It is an executable project governance system: select the right path based on project conditions, use a unified diagnostic language and standardized artifacts, and move issues from identification to remediation to stable operation.

Execution Flow

Initial intake → Diagnostic tool selection → Diagnosis → Health dimension assessment → Health report → Improvement tool selection → Improvement execution → Recheck → Close the loop or start the next cycle.

Four Governance Frameworks

Launch Alignment

When: at project start or when a new team takes over and goals/boundaries are not yet stable. The goal is to align success criteria, scope boundaries, and the first-phase cadence to reduce rework.

Methods & Tools

Goal statement / success criteria / non-goals list / RACI; User Stories · Acceptance Criteria · DoD; Backlog structure & prioritization (MoSCoW / WSJF).

Outputs

Launch alignment package, alignment worksheet, alignment summary; a lightweight health report if needed.

Delivery Guard

When: the project is running and needs ongoing health maintenance. The goal is to keep cadence and transparency with low disruption and surface risks early.

Methods & Tools

Lightweight inspection cadence and trend checks; Burn-down / Burn-up / Velocity; risk & dependency list; decision log; defect triage and closure tracking.

Outputs

Health package, inspection worksheet, inspection brief; recommendation on whether to escalate to a formal diagnosis.

Stage Readiness

When: before integration, acceptance, or cutover. The goal is to decide whether entry conditions are met and produce a clear conclusion (Ready / Not Ready / Ready with Conditions).

Methods & Tools

Entry/exit criteria checks; AC / DoD verification; UAT support and critical defect review; Release Readiness Checklist.

Outputs

Stage readiness package, readiness checklist, readiness conclusion; gap list with owners and deadlines.

Recovery & Reset

When: delivery cadence breaks down, requirements are chaotic, integration stalls, or acceptance risk is high. The goal is to complete a formal diagnostic → improvement → recheck loop.

Methods & Tools

Outputs
